I once used a large storage bin lid as a shelf and used zip ties to connect it. Even a storage box could be used if its big enough and you don't mind a bit DIY. It can easily be cut with a small saw just make sure to sand down any rough edges.
Hope you find a way to sort the cage up that's cheap and effective.
 
Well I have them in the cages and they love them! I am currently just using old shirts on the wire bottom. So they will be 5 weeks on Sunday. Can I go ahead and separate the babies? I don't want them breeding!
 
The flooring isn't the only issue, the cages are too small. If you get a Martin's cage and don't get it powder coated, you are throwing your money down the drain - the galvanized metal will absorb urine and it will be impossible to keep clean.

Try looking for used rabbit cages, they will fit your budget and can work really well. There's a thread on how to modify rabbit cages for rats.
