Teddy is overgrooming the other rats

I think my boy Teddy has been SERIOUSLY over-grooming the other rats. Billy is one of his cage-mates, but they have always been together - I bought them together and they have never been separated. I noticed something was off when Billy started going bald on the top of his head. I figured he couldn't get up there very well to over groom himself, and he doesn't have mites, his breathing sounds fine, he's eating and drinking, etc. However he does act stressed out; he's skittish and often away from the other three rats.

Now I am seeing Teddy grooming Pres CONSTANTLY! Maybe he's bored or stressed?

There are some serious barbers out there. But I wouldn't worry much unless the rat getting the haircut is getting stressed out.
