So my two males have been playing fighting since i got them, my only problem is everywhere i read about it says that it isn't serious unless there making noise. but my one little guy Todd makes a lot of noises. but ive noticed he makes noises all the time sometimes even when we pick him up. There hasent been blood or ripped out hair. could it just be his personality to make noise or should i be a little more worried.

Yes, their too young for hormones to be setting in.

Okay, whats the best age for them to get neutered

I only neuter if they don't behave. Hormones can come in arou d 4-6 months, but I've had as old as a year.

Some rats are just naturally noisy. Most groups of rats I had rarely made a sound. When I got my latest group of nakies, well, the NOISE coming out of the cage, all the complaining and squawking! They are the noisiest bunch by far, and it hasn't gotten any quieter as time goes on. But that's just them.
