Is this safe for rats?

Someone on FB posted that they bought this for their rats to play in. Is it safe? It's just paper. Would white be better? Maybe there is dye in this.

It should be fine, but I usually go with white. I would freeze it first though just like liter. I bought some colored stuff too to use for easter pictures.
