Feeder breeder with 80 plus rats: Kingston

Just saw this sickening ad on Kijijii Kingston; this jerk has over eighty young rats going as 'pets or feeders' for three dollars a piece. What can be done to help these rats? This kind of thing makes me sick.

Terrible I wish I could do something about it, but I'm pretty sure there's nothing we can do.

Would the SPCA do anything?
I am sure the conditions likely involve animal neglect, cruelty, inappropriate housing and conditions, etc
