I was wondering if two female rats have babies around the same time , can you house both mothers and both litters together in the same cage? Or will the mothers kill each others babies?

They will not kill each others babies but safer to keep them separate.
Mothers (and other females) may steal babies from one another to care for. If they grab the same baby them could have a tug-of-war that could end with a injured or dead baby.

Mothers can have baby breaks out of cage together if they are friends.
Once babies are 2 or 3 weeks old, they could have play time together and might be able to live together if needed.
