So I have a cage that has a wire bottom and I use chuck pads (which I think is enough to padding) and I have plastic covering the wire platforms, but the top of the cage is also of course wire and my rats are always on top of their cage when they free roam because they have an extra hide up there. I was wondering if I should put something up there to cushion their feet because I’m not sure how easily they can get bumble foot? Any thoughts?

A little bit of wired grids is not a bad thing for rats. If you look at their feet, they are actually made to walk on wires an grids, like tiny little grips. But for long term living it's not ideal. Bumblefoot can be avoided with keeping your rats slim, the cage clean and no hard/wired surfaces.
