Youngest rat biting others' tails

My trio of troublemakers consists of 2 female rats who are 3 months old and have been together since they were weaned. My third, and newest female, is around 6 weeks old. Recently, I have noticed the youngest going after the other twos' tails and biting hard enough to make the older girls squeak. Is this some kind of hierarchy behavior or is she just being awnry?
 
It does sound like she's just trying to play with the older girls. The older girls are squeaking in protest not pain so I'd let them work it out.
