orange/yellow flakes?

I have 4 boys and two girls, and almost all of them have this weird flaky thing going on. I have looked them over very carefully and have not seen anything moving. I also looked at their tails and there doesn't seem to be any bites, so I doubt its mites. Do ratties get dandruff? What could this be? They're also doing a fair bit of itching. I have already treated them all with ivermectin
 
my girls and my boys live in separate cages, one on top of another. All my rats are unaltered, except for one male which i got from our humane society. All the rats have the same flakes. They range from 2 months to just under a year (boys and girls combined)
 
When did you do the ivermectin treatment?
Is the flaky area mainly in the neck region?
I would still say mites.
 
Orange/yellow flates could be buck grease (comes from boys because they have oily skin). Are the boys on top, or botton?
Also look for mite/lice bites right above the tail, thats where they like to hangout.
