Sounds like this little one is tired of being shuffled around. My first thought is that she's telling you to go away from her right now, to get out of her cage at that moment. Your best bet would be lots of socializing, let her come out on you and be with her, have her on your shoulder a lot. Don't go into her cage when she's in there. Make sure to invite her out then clean up her cage or do what needs to be done.
At this point, she needs to know her cage is her home and she won't lose this one too.

I would be a little territorial as well if i kept getting sent from home to home
I hope that the rattie will learn that everythings going to work out for her
