Fighting or playing

Peter is so dang vocal and so every time he gets into a little skirmish it sounds way worse than it is... But I can't tell if they are playing or fighting. Both of them are puffed up which makes me think they are fighting... But they're just wrestling... No biting... Just pinning to the ground... Could they really still be trying to assert dominance? It's been a month now...

Peter is about 4 months now I think.
Buck is 1 year.
And Sweet Pea is 11 months.
Everyone is neutered/spayed. And the fighting is usually between Peter and Sweet Pea. Although occasionally it's between Buck and Peter...
