Wicking Fleece... HELP!!!

I'm working on setting up fleece and U-Haul cage liners for my girls. I've watched several videos and am trying to wick the fleece. I've washed the fleece on hot and rinsed cold with non scented laundry detergent and white vinegar about 5 times. I've dried 2 or 3. Every time I pull It out and pour water on to test, i'm getting the little "pearls" of water. None of it will wick! I've bought old fleece blankets from Goodwill before, and they seemed to already be wicked. Now that I've bought fleece from the fabric store I'm out of luck!!
Ideas?
Help!!

Update: Now i'm trying soaking the fleece in the bathtub in VERY hot water with vinegar...
