if you make them a bit bigger, they will fold into the sides and you can clip them down that way. Most owners I know don't bother clipping them down, but use heavy objects (such as bricks, terracotta pots, marble tiles, litter boxes) most of these things have the added benefit of being dual purpose...not only do they hold the fleece down but they help file your rats nails down (bricks), give them a place to play/hide (terracotta pot) and give your rats a cool place to pancake out when it's hot! (marble tile) also, large heavy rocks in the corners and around the edges are also common! Hope some of this helps, and good luck!
 
You could see Velcro to the fleece and hot glue or something non toxic to keep it on the pan
