Chronic respiritory disease and sputtering sneezes

Ever since he was about 1.5 months, my rat Sylvester has had respiritory issues. At it's best, he'll sneeze once every 5-10 minutes. I've tried everything I can think of: experimenting with bedding, daily doses of amoxicillin, humidifier next to the cage, spot cleaning constantly. I even took him to the vet once but they said nothing was wrong (I disagree). Nothing gets rid of it completely.

Usually the sneezes are dry and quick, but today he started sputtering and can't go more than a few minutes without sneezing. Its keeping him from going to sleep. I attached a video for evidence (he is the white hooded one in the back). Any suggestions please!!!!!

 
Ok those sneezes are starting to sound congested and he probably has a myco flare-up which amoxicillin doss not treat. You need at a minimum Baytril/enrofloxacin or even better enro and doxycycline combo for at least 3 weeks.
