I'm in southeastern VA so not sure who to see up north, but try shooting an email to Dakota's Dream animal rescue (they are a rat rescue in addition to many other animals). http://dakotasdream.webs.com/ They are about an hour from you, but hopefully can recommend a good vet nearby.

Hope he makes a full recovery. In addition to our liver and kidney's processing drugs, our skin does as well - some drugs have byproducts that can be secreted through our pores and depending on the drug, it could cause some skin discoloration. I would guess this happens in rats just as it does...
