Can a Critter Nation Add On be used alone? If so are there any modifications I need to make?

the add on does not come with a top because the top in included with the cage it is being added onto
The floor and pan that come with it are meant to be a second level so they have a cut out in them so rats can come up from the below cage section
 
I personally wouldn't use the add-on alone. I think you can add it to another double, or single critter nation, but there won't be a floor in it, so you'd need to make a shelf.

The add-on comes with a floor & pan that have cutouts in them, a balcony, 2 ladders …… but no top as the top is in the cage they are designed to be added onto
