I believe it's a plug. Is your boy over weight, or not able to groom himself well for some reason? It's an accumulation of dead skin cells. Most of the time you'll never see them. Rats usually are pretty good at grooming them away.

Lol, its just a penis plug. Its srmen and stuff, its a constant thing with males, they usually take care of it themselves, they eat it. But when theyre old or ill ill and cant manage it themselves, youll have to assist by removing it for them, just put each index finger on either side of the penis nub and gently push down while sort of prying slightly apart, and out pops his thingie, lol. If there is a plug formed, youll seevit now. Just remove it, and ALWAYS wash your hands before and after, and if you have latex gloves, i buy boxes of them since i do so much rattie cage cleaning and whatnot. Oh, and btw, YOU dont have to eat it, only the rat does that, its i cleaning thing, idk, lol.

Lol i just smell it if its stinky or not, but actually it smell like milk. I just know its called penis plug, yesterday I keep molesting oreo because of this, and actually he let out his penis to let me clean it lollll. maybe he is tired of me, I am trying to get the pnis out but it wont work
 
The white liquidy stuff is a natural discharge. A rat usually grooms and cleans all his bits. It's when a rat us unwell, injured, or old and cannot reach that the discharge hardens around the penis and becomes a plug. They need help removing them and if it's not removed can cause infection and/or impede urine flow.
