Sounds like an upper respiratory infection and unfortunately by the time rats start showing symptoms they are pretty sick. You need an antibiotic combo usually baytril and doxy for no less then 6 to 8 weeks. The sooner you get to the vet the better. Chances are from the conditions he lived in (tank - no air circulation, ammonia build up from urine & and the wood chips) he may have a chronic lung condition and be harder to treat and/or need to be on meds long term.

As dspch said, the sooner you can see a vet, the better. Depending where you are located, you may be able to ask around to see if anyone is near you and has any extra antibiotics they could give/sell.

Sometimes if there is congestion, taking the rat into the bathroom to breath in steam for a little bit while a hot shower runs can help to break up mucus in the nasal passage. But you have to be careful to keep them warm after so they don't get chilled.

hes on meds now the sneezing and wheezing seems to have stoped but he seems to have more mucus coming out of his nose then before that should not be going on right

You are correct. There should actually be no discharge coming from his nose. What color is the discharge? If it's red, it's most likely porphyrin which is secreted when rats are sick and/or stressed.

Did you take him in to be examined by a veterinarian? If so, can you call your vet to get their advice?
