I think the rats are in the owners home. They want whoever takes them to come and get them at their home, ie they will not deliver.

Wait the ad says $15 for the rats and doesn't mentioned dumping them. I think I've seen ads by this poster before selling rats and cages. Here's a link to their other ads. http://www.kijiji.ca/o-posters-other-ads/81128804
